MARC3 is a minority owned SBA 8(a) certified enterprise located in San Antonio, TX. Established in 1991, we have continuously worked towards building solid partnerships in the Texas region and beyond through thoughtful planning and execution.
Principals
Chester Rackley, President – Kicking off his presence in the construction industry in 1977 with focus on underground utilities, Chester has since established and successfully ran companies in both the environmental and consulting fields prior to starting MARC3 in 1991. Obtaining his BS in Engineering Technology from Southwest Texas State University in 1991. He has experience in all construction avenues including education, local government and military. His hobbies include aviation and music, being an avid player of the drums.
Chris Rackley, Vice President – Son of Chester, working in and around the family business since 1998. Chris received his BBA in Finance in 2008 and his MBA in 2014, both from The University of Texas San Antonio. After spending 10 years specializing in Finance, Strategic Planning and Business Development outside of MARC3, Chris joined the company full-time in 2019. He has managed multi-million dollar capital portfolios including complex construction initiatives, and assisted with project management strategy and execution for numerous mergers and acquisitions. Chris is happily married and father to three beautiful daughters. He enjoys golf, hunting and going on camping trips with his family.
